In accordance with Section 95A(3) of the EPBC Act, public comment is invited on an action proposed to be taken at Thurgoona, New South Wales.

Albury City Council is proposing to construct Thurgoona Link Road between the intersection of Elizabeth Mitchell Drive and Ettamogah Road and Thurgoona Drive. The Proposal includes the construction of a two-lane dual carriageway; however, it is anticipated this may be upgraded to four-lanes in the future, if required. The road reserve, once fully constructed, also includes landscaped median strips, on road cycle lanes (both directions), off road recreational shared paths and sufficient room for all major underground services.

Thurgoona Link Road works will be constructed over 5 stages, as follows:

• Stage 1 – Extension of Elizabeth Mitchell Drive (Ettamogah Road to Intersection A)
• Stage 2 – Extension of Elizabeth Mitchell Drive (Intersection A to Davey Road)
• Stage 3 – Link Road extending from Intersection A to Table Top Road
• Stage 4 – Link Road extending from Table Top Road to Kerr Road
• Stage 5 – Reconstruction Kerr Road (Link Road to Thurgoona Drive)

The proposed action has been determined to be a controlled action under the EPBC Act and will be assessed through Preliminary Documentation. The controlling provisions are listed threatened species and communities (sections 18 & 18A) and listed migratory species (sections 20 & 20A). The EBPC listed threatened species and communities that are impacted by the proposed action.

The Preliminary Documentation determined that the project was unlikely to result in a significant impact to listed threatened species and communities (sections 18 & 18A) and listed migratory species (sections 20 & 20A).

In accordance with Section 95A(3) of the EPBC Act, Preliminary Documentation related to the proposed action is available for viewing and comment for a minimum of 10 business days from date of advertisement.
